Kibworth Neighbourhood Planning Group invites you to look at this important document and email your views and comments through to us at clerk@kibworthneighbourhoodplan.org.

You will have a further opportunity to be involved through a referendum on the Neighbourhood Plan which will take place later in 2017. Paper copies of the Plan are available to view at Kibworth Library. Boxes for leaving hand-written comments can be found at the Library and the Post Office.

All responses received during the above period will be considered and may be utilised to amend the Draft Neighbourhood Plan. Wherever possible, please ensure that you specify the policy or paragraph to which your response relates.

After the pre-submission consultation ends on 5 January any changes to the Neighbourhood Plan will be made. Following approval by the two Parish Councils the Plan will then be submitted to Harborough District Council who will further publicise the Neighbourhood Plan for a six week period. We are aiming to submit the Neighbourhood Plan to Harborough District Council in February 2017 with an Independent Examination taking place at some stage during the summer 2017 and a referendum later in the year.

September update
KNPG has been busy over the summer progressing the Neighbourhood Plan - responding to the comments made at the successful open event in May where well over 100 residents commented on the emerging policies, building the evidence base and finalising the Plan.

The draft Neighbourhood Plan will now be considered by the Parish Councils of Kibworth Harcourt and Kibworth Beauchamp and if approved will be made available for a statutory consultation period of 6 weeks where residents and stakeholders will have the opportunity to comment on the advanced draft.

Comments made will then be considered by KNPG and the Neighbourhood Plan amended as necessary before being formally submitted to Harborough District Council who will then arrange a further period of consultation before the Plan is subject to Independent Examination to test compliance with local and national planning policies. The final opportunity for local people to get involved will be a referendum which will allow the residents of Kibworth Harcourt and Kibworth Beauchamp to vote on whether to accept the Neighbourhood Plan. It is expected that the referendum will be held in the spring/summer 2017.


In May 2016 we held a consultation event presenting the draft policies for our Neighbourhood Plan to the public. The policies were well received and we have since been finalising the draft policies and incorporating the feedback received.

KNPG Questionnaire Prize Draw Winner
Kibworth Neighbourhood Planning Group is pleased to announce the winner of the KNPG Questionnaire prize draw: Congratulations to Cristina Romao who has won 25 worth of book tokens for The Bookshop in Kibworth. Thank you again to all those who completed and returned this important questionnaire. The results of the questionnaire are now being analysed and will help to inform the important work being undertaken by the KNPG Theme Groups.

KNPG Petition Update:
Kibworth Neighbourhood Planning Group's petition was formally presented to Harborough District Council by Chair, John Hooley on 2nd November 2015. The petition had attracted over 1000 signatures. A big thank you to everyone who supported this.

The petition was referred on to HDC's Local Plan Advisory Panel which is meeting at 2pm on Wednesday 9th December. This is a public meeting so do attend if you are interested to hear what they have to say first hand.


KNPG Appoints Facilitator
On Wednesday 25 March 2015, the Kibworth Neighbourhood Planning Group appointed Gary Kirk of Your Locale as Facilitator. Your Locale is based in Church Langton and has wide experience of working with Neighbourhood Planning in Leicestershire and beyond. Gary's work will include steering the Group's work, ensuring that all legal requirements are met, and drawing down funding.

New Members and Sub-Groups
At its meeting on Thursday 19 February 2015, the Group welcomed a further member, and began to focus on deciding a strategy for their work. This involved creating four sub-groups to plan and manage different elements of the project. It was also agreed to approach a professional consultant who could work with the Group as facilitator and could secure funding.

KNPG Launches!
Over 80 people attended the launch of the Kibworth Neighbourhood Planning Group on Friday 6 February 2015 at 7.30pm at Kibworth Grammar School Hall. The meeting appointed John Hooley as Chairman and Janet Riley as Vice-Chair. Eleven residents volunteered to join the group including representatives from both Kibworth Parish Councils. The Draft Constitution was accepted on a majority show of hands. The first meeting was held on Monday 9 February 2015 when two further members were elected to the Group.
